Family Economic Opportunity Program Specialist – Enrollments

Community and Shelter Assistance Corporation of Oregon (CASA) is a statewide nonprofit housing and community development corporation specializing in affordable housing and community facilities development, administration of individual development account programs (IDAs) and the formation of cooperatives for manufactured housing park purchase.  At CASA we believe everyone should be empowered with building blocks for a better life. CASA is currently looking to add an Enrollment Program Specialist to our team.  The Enrollment Program Specialist is responsible for assisting and processing participant enrollments in accordance with State and Federal guidelines.  In addition to the skills and experience listed below we are looking for candidates with a passion for helping others, and a focus on achieving positive outcomes for clients.  You must be comfortable performing recurring tasks with a high level of attention to detail and accuracy.

This is a full time non-exempt 40 hour per week position. This position’s salary range is $35,123-$43,904 depending on experience. Benefits include medical, dental and vision insurance after 60 days, generous 401(k) contribution after one year, and 12 days of vacation/sick earned per year.


The individual in this position is expected to engage in the following work-related activities:

  • Review, assess and process participant enrollments in accordance with State and Federal regulations and program policy
  • Communicate with network partners and other staff in a timely fashion
  • Update the Outcome Tracker database and prepare bank authorizations as appropriate
  • Create and maintain Outcome Tracker reports and queries
  • Work with partners to provide training and technical support regarding enrollment process
  • Collaborate with program staff and partners on the review and revision of existing forms and protocols for effectiveness and modernization
  • Identify modernizations and technological improvements to help move the program forward
  • Monitor the IDA Help Desk and IDA email
  • Monitor and reconcile application fees
  • Provides back up for other staff as needed
  • Complete other duties as assigned


The individual in this position is expected to possess the following professional traits:

  • Associate’s Degree in a related field, or two plus years’ experience working in customer service and/or administrative support, with high volume customer interaction.
  • Have a passion for working to improve the economic opportunities of low income people
  • Have experience working with people from diverse backgrounds
  • Be diplomatic, patient and possess good listening skills
  • Demonstrate excellent written and oral communication skills
  • Have the ability to manage multiple priorities
  • Be organized
  • Be able to work independently and as part of a team
  • Have an overall friendly demeanor and enjoy working with the public
  • Demonstrate ability to use word processing, excel and database programs
  • Be comfortable both leading and accepting direction
  • Be creative and be able to think outside the box
  • Be flexible in work schedule, including ability and willingness to work evenings and/or weekends
  • Bilingual and/or bicultural is a plus
  • Experience and familiarity working with Individual Development Accounts is a plus

CASA of Oregon is located in Sherwood, Oregon, fifteen miles southwest of Portland.  Normal office hours are 8:30 am to 5:00 p.m., Monday to Friday.  Employee must be able to sit for long durations of time and be comfortable working in an open office environment. A driver’s license and access to transportation are required. Travel statewide and out of state is necessary and may require overnight stays.
