Real Estate Development

The Real Estate Development Department partners with local community organizations and nonprofit housing sponsors to improve the stock of affordable rental housing and neighborhood community centers. We believe that shelter is a basic necessity and that life is better and easier when people have access to quality affordable shelter with community facilities located near-by.

CASA of Oregon is recognized nationwide as an innovative and effective developer of farmworker and rural housing. With our partners we have also developed headstart facilities, medical clinics and community centers.  We work with these sponsor agencies to ensure mission-critical construction and rehabilitation projects are well planned, completely funded, and that the construction process is managed responsibly.

Project Planning and Feasibility

Works with Sponsor to:

  • Develop project concept and necessary due diligence
  • Identify and secure appropriate property
  • Develop project budget
  • Assemble the Development Team
  • Prepare or cause to be prepared environmental reports, engineering surveys, preliminary plans and specifications and financial studies, etc.
  • Determine the impact and status of zoning, land use approvals, building codes and building permits
  • Compliance with federal, state and local government authorities
  • Develop project development schedule Project Financing

Project Financing

  • Prepare Funding applications
  • Negotiate the terms and conditions of all Project financing Pre-Development

Pre-Development

  • Obtain and close necessary financing
  • Negotiate the terms and conditions of the construction contract
  • Coordinate to acquire/obtain building and other permits
  • Coordinate completion of construction documents
  • Recommend alternative solutions when design details affect construction feasibility or schedules
  • Assist Sponsor in obtaining insurance

Construction Management

  • Oversee contractor (with construction manager) develops the project according to the construction documents
  • Attend monthly draw meetings
  • Meet regularly with development team
  • Prepare all construction draws
  • Keep Sponsor fully informed of the project progress
  • Prepare required reports
  • Work with Architect, Contractor and Construction Manager to determine substantial completion and obtain final certificates of occupancy

Project Closeout

  • Advise Sponsor on punch list
  • Assist Sponsor with lease up
  • Prepare final draw requests
  • Prepare documents required by funders for project closeout
  • Submit final reports
